Area of Research/Interest

Research Projects

  • A project titled, ‘Effectiveness of Government Measures for the Reduction of Court Cases’ was awarded to GNLU by the Legal Department, Gujarat Government. For the purpose of realising the aforementioned objectives, an extensive survey targeting all the stake-holders had been conducted throughout the State of Gujarat. For the purpose of this project, seven stake-holders-judges, lawyers, court-staff, litigants, police personnel, media, and NGOs — were identified. Research Report (of the project) titled, ‘Effectiveness of Government Measures for the Reduction of Court Cases (A Case Study of Lok Adalats, Fast-Track Courts, Evening Courts and Nari Adalats)’ was published and submitted by GNLU to the Legal Department (Government of Gujarat) in 2013.
  • Dr Singh was the Project Convenor of Swarnim Gujarat Project on Speedy Disposal of Backlog of Cases, an initiative of Gujarat National Law University. As the Convenor, he led the entire team very efficiently for carrying out ‘Ahmedabad Pilot Project’ (in March-May 2009) to study the causes for the backlog of cases and to put forth pragmatic and workable recommendations for the reduction of such cases in the subordinate courts of Gujarat. He was the key instrumental in drafting the Report titled, ‘Blue Print for Reducing the Backlog of Cases from the Subordinate Courts of the State of Gujarat’ of the said research project.

 Consultancy Assignments

  • Areas: Contract Law (General), Government Contracts and Law of Tenders and Electronic Contracts.
  • The Gujarat Maritime Board [(GMB), Gandhinagar, Gujarat] awarded Gujarat National Law University (GNLU) a Consultancy Assignment for ‘Preparation of Standard Tender Documents’ for various works of Gujarat Maritime Board. The standard tender documents prepared by GNLU could be used with least modifications/amendments to suit the site condition of a particular work, as may be found necessary. From the University side, Dr RK Singh was the ‘Principal Legal Consultant’ for the consultancy job. GNLU submitted the final draft(s) of all the model tender documents. The GMB has approved and accepted the said model tender documents.

  • Conducted Advanced Training Programme on ‘Government Contract and Law of Tenders': conducted this Advanced Training Programme, as the Course Coordinator, from (27-28 January 2018) on the University campus. Besides GNLU students, participants were also from law schools outside the State of Gujarat. Besides organising the programme, Dr Singh delivered fourteen lectures also.
  • Certificate Course on 'Infrastructure Contracts': conducted this Certificate Course, as the Course Coordinator, from 24 July - 26 July 2015 on the University campus. This was the first certificate on this subject conducted by the University (GNLU). Besides GNLU students, participants were also from law schools outside the State of Gujarat. Besides organising the course, Dr Singh delivered twelve lectures also.
  • Certificate Course on 'International Contracts': conducted this Certificate Course, as the Principal Course Coordinator, from 21 November - 23 November 2014 on the University campus. This was the first certificate on this subject conducted by the University (GNLU). Besides GNLU students, participants were also from law schools outside the State of Gujarat. Although the whole event was spread over four days (15-18 May 2018), the session on ‘Indian Legal Services, A Champion Sector: New Realities, New Horizons’ was organised on 17 May 2018, which Dr Singh attended.
  • Delivered a public lecture on ‘Fundamental Rights and the Doctrine of Basic Structure under the Indian Constitution’ and ‘General Principles of Contract including Electronic Contracts’ on 11 March 2017, organised by the Indian Students Association Bremen (Germany) on the campus of the University of Bremen, Germany.
  • Delivered a public lecture on ‘The Salient Features of Constitution of India and Indian Business Law’ on 24 February 2017, organised by the Magdeburg Indians e.V. at Magdeburg, Germany.

At the said event, he covered the following themes in his public lecture/discussion: ‘Uniform Civil Code for India’, ‘Surrogacy Law in India’ and '’udicial Appointments in the Higher Judiciary of India’.
  • He was invited by the Consulate General of India in Hamburg as a Speaker for the ceremony commemorating the Constitution Day of India. The Consulate organised the event on 24 November 2016. On the said occasion, his lecture/keynote address was on ‘Judicial Review’.

  • As a Resource Person, he gave a talk on ‘Contract Law’ to the aspirants of Gujarat Judicial Services (Preliminary) Examination 2011 at a three-day special Coaching Classes, organised by Gujarat National Law University (GNLU) at GNLU, Gandhinagar from 7 September 2011 to 9 September 2011 under the Gujarat Legal Education Project (GLEP).
  • As a Resource Person, he offered some valuable tips to the aspirants of All India Bar Examination-2011 at ‘All India Bar Exam Training Programme"’jointly organised by the Commissionerate of the Higher Education, Education Department (Government of Gujarat) and Gujarat National Law University (GNLU) at GNLU, Gandhinagar on 21 July 2011.
  • As a Visiting Professor, he delivered six lectures at a “Training Programme on Laws in Urban Governance” (during 21-25 February 2011) to the Senior and Middle Level Officers and Administrators of Municipal Corporations, Municipalities, Local-Self Government Departments of the State Governments, Urban Local Bodies, Development Authorities, etc, on ‘General Principles and Application of Contract Law’, ‘Tort Law: Nature, Liability and Defences’, ‘Legal Framework of Infrastructure Development Projects and Public Private Partnership’, at the Indian Institute of Public Administration, New Delhi.
  • As a Resource Person, he gave a talk on ‘Teaching Contract Law’ to the law teachers of the State of Gujarat in the 2nd “All Gujarat Law Teachers’ Training Programme” (15 February 2011).
  • As a Resource Person, he delivered a public awareness lecture at ‘Anti-Ragging Literacy Programme’, organised on 3 August 2010 at the instance of the Gandhinagar District Legal Services Authority at the National Institute of Fashion Technology (NIFT), Gandhinagar.
  • As a Resource Person, he delivered a lecture on ‘Minor and the Law’ in the 3rd 5-day Police Training Programme on “Latest Rulings with Regard to Criminal Laws”, organised at Gujarat Police Academy, Karai, Gandhinagar during 05-09 June 2010.
  • In May 2010, as a Guest Faculty, he delivered eight lectures on the Law of Partnership at the School of Law, Nirma University, Ahmedabad.
  • Delivered a Guest Lecture on ‘Constitutional Provisions and General Defences Under the IPC for Children’ on 18 January 2010 at an “Orientation Workshop on Various Enactments and Government Schemes for Probation Officers of the Social Defence Department, Government of Gujarat” conducted at Mahatma Gandhi Labour Institute, Ahmedabad during 18-22 January 2010.
  • As a Visiting Professor, he delivered lectures to the Officers of the Urban Local Bodies and Urban Development Authorities at the Indian Institute of Public Administration (IIPA), New Delhi at a Training Programme between 03 and 07 August 2009. The topics of lectures were ‘Formation and Enforcement of Contracts’ and ‘Liability of the State for the Torts Committed by its Servants’.
