Area of Research/Interest

Research Projects

  • A project titled, ‘Effectiveness of Government Measures for the Reduction of Court Cases’ was awarded to GNLU by the Legal Department, Gujarat Government. For the purpose of realising the aforementioned objectives, an extensive survey targeting all the stake-holders had been conducted throughout the State of Gujarat. For the purpose of this project, seven stake-holders-judges, lawyers, court-staff, litigants, police personnel, media, and NGOs — were identified. Research Report (of the project) titled, ‘Effectiveness of Government Measures for the Reduction of Court Cases (A Case Study of Lok Adalats, Fast-Track Courts, Evening Courts and Nari Adalats)’ was published and submitted by GNLU to the Legal Department (Government of Gujarat) in 2013.
  • Dr Singh was the Project Convenor of Swarnim Gujarat Project on Speedy Disposal of Backlog of Cases, an initiative of Gujarat National Law University. As the Convenor, he led the entire team very efficiently for carrying out ‘Ahmedabad Pilot Project’ (in March-May 2009) to study the causes for the backlog of cases and to put forth pragmatic and workable recommendations for the reduction of such cases in the subordinate courts of Gujarat. He was the key instrumental in drafting the Report titled, ‘Blue Print for Reducing the Backlog of Cases from the Subordinate Courts of the State of Gujarat’ of the said research project.

 Consultancy Assignments

  • Areas: Contract Law (General), Government Contracts and Law of Tenders and Electronic Contracts.
  • The Gujarat Jalseva Training Institute (GJTI), a unit of the Gujarat Water Supply & Sewerage Board (GWSSB), requested Gujarat National Law University (GNLU) to render services regarding drafting of tender for outsourcing of skilled manpower services for water quality testing and monitoring in water quality testing laboratories owned by the GWSSB. From the GNLU side, Dr Ravindra Kumar Singh aptly carried out this Assignment (drafting/vetting the Tender Document) in a professional manner. (Year: 2023)
  • Co-Consultant in a research assignment [Study on Review of Inter-Government Agreement (IGA) for Military Acquisitions] awarded by the Ministry of Defence, Government of India.
  • Assisted the Department of Science & Technology (DST, Government of Gujarat) in drafting/vetting a Memorandum of Understanding (MoU) to be entered into between the ‘Department of Science & Technology, Government of Gujarat’ and ‘Sub-AUAs’ for the use of Aadhaar Authentication Services as Sub-Authentication User Agency (Sub-AUA).
  • Assisted the Gujarat Council on Science and Technology (GUJCOST) in drafting Request for Proposal (RFP) for ‘Selection of two Consulting Agencies to Assist the GUJCOST in Selection of Implementing Agency to Design, Develop, Operate and Transfer (DDOT) Phase II Development at Gujarat Science City, Ahmedabad, and 5 Regional Science Museums at Different Locations in Gujarat & Tropic of Cancer Science Park in Sabarkantha District’.
  • The Gujarat Maritime Board [(GMB), Gandhinagar, Gujarat] awarded Gujarat National Law University (GNLU) a Consultancy Assignment for ‘Preparation of Standard Tender Documents’ for various works of Gujarat Maritime Board. The standard tender documents prepared by GNLU could be used with least modifications/amendments to suit the site condition of a particular work, as may be found necessary. From the University side, Dr RK Singh was the ‘Principal Legal Consultant’ for the consultancy job. GNLU submitted the final draft(s) of all the model tender documents. The GMB has approved and accepted the said model tender documents.

  • He was invited by the Consulate General of India in Hamburg as a Speaker for the ceremony commemorating the Constitution Day of India. The Consulate organised the event on 24 November 2016. On the said occasion, his lecture/keynote address was on ‘Judicial Review’.

  • Co-chaired a Technical Session on ‘Promotion of Self-Reliance and International Trade’ at a two-day International Conference on ‘Self-Reliance in Trade and Development: Re-Defining the Contours of Law and Policy’, at the National Law School of India University, Bengaluru, during 20-21 January 2023. It was organised under the aegis of the Project on Atma-Nirbhar Bharat launched by the Government of India at the NLSIU Campus, Bengaluru.
  • Chaired a Technical Session in a One-Day National Conference on ‘Right to Justice and Indian Constitution: Issues, Challenges, and the Road-Map Ahead’, organised by the Faculty of Law, Marwadi University, Rajkot on 26 March 2022.
  • Chaired a Technical Session in the International Conference on ‘MSMEs: Legislative and Regulatory Challenges (UNCITRAL and Indian Perspective)’, jointly organised by the UNCITRAL Regional Centre for Asia and the Pacific (RCAP), the Insolvency and Bankruptcy Board of India (IBBI), Tamil Nadu National Law University and Gujarat National Law University on 03 February 2022. Theme of the Technical Session chaired: ‘MSMEs: Legislative and Regulatory Challenges’.
