The Bauribandhu Mohapatra & Gujarat National Law University Award for Community Service (BMGCS) is conferred for significant and sustained involvement of students in social service independently or in collaboration with a government or non government organization. Students studying in Under Graduate and Post Graduate courses in India are eligible for this award. The purpose of this award is to inspire students not only to understand the problems faced by the society around them but also taking up community service activities to contain the problem.
Bauribandhu Mohapatra was born in October 1918 in a nondescript Odisha village, into a family that might once have been rich, powerful and cultured landed gentry, but that had become as poor as church mice since his grandfather’s time. His parents could not even support him through school and college, and as a result there were three long interruptions to his studies – after classes five, seven and eleven. In college, he gave tuitions and did odd jobs to finance his studies. Eventually he had to drop out because he would have turned twenty-five if he had chosen to wait until his graduation, which was only six months away, and there would have been no government jobs afterwards. He has recorded his experiences and tribulations as a student in a short autobiographical piece in Oriya. Starting as a clerk in 1945, he went on to become an officer of the Orissa Administrative Service, from which he retired in 1974. In an eventful career, he fought bosses, built roads and temples, set up schools and market places in remote tribal areas; he was respected and admired by the people he had set out to serve.
